Job Title: National Coordinator
Organisation: Paralegal Advisory Services Programme in Uganda
Professional History: Elinor is currently the National Coordinator of the Paralegal Advisory Services Programme in Uganda. It is a new initiative in the administration of justice involving the interventions of non-Lawyers i.e. Social Workers and Paralegals. The programme has facilitated improved access to and enhanced the administration of justice in Uganda. She pioneered the initiative from its pilot phase in 2005 to-date. The programme has now gained national recognition and has been integrated into the Justice Sector, forming part of the National Development Plan. She has ten years experience as a Lecturer at Makerere University where she pioneered the integration of relevant law courses in social work education to make it responsive and relevant to existing national realities. She is a member of the Board of Action for Children and has researched into child welfare issues, HIV/AIDS and the promotion of the family as the basic institution for evelopment. She has been a consultant with the International Labour Organization, Save the Children and War Child Canada.
