Africa stands at a pivotal moment. With a burgeoning youth population and abundant resources, the continent possesses the potential to become a global economic powerhouse. Yet, this promise hinges on the continent’s ability to create meaningful opportunities for millions of Africans seeking dignified and fulfilling work. Dignified and fulfilling work is defined as productive employment that provides individuals with reliable income, a sense of purpose, and respect in the workplace. This report, Africa Jobs Scenarios, is a critical exploration of the challenges and opportunities that lie ahead in this crucial endeavor.  (The report is available for download below.)

The Tutu Fellows Class of 2024 was tasked - through a partnership between the African Leadership Institute and the Mastercard Foundation - to deploy strategic foresight, as a planning tool, to chart plausible pathways for Africa’s job market by 2040.  Scenarios in strategic foresight are structured narratives that explore multiple plausible futures to help organizations or countries manage uncertainty as well as to make informed decisions today.

Scenarios are not meant to predict the future, but rather to prepare organizations or countries for a range of possible outcomes. The value of such planning cannot be overstated if the continent is to realise its full potential.

In framing parameters, the following were identified as the key trends that will define, going forward, the environment within which jobs are created:

  • Demographic shifts
  • Geo-political dynamic and global power shifts
  • Emerging new economies
  • Education and skills development
  • Regional Integration

The interplay of these trends and other factors was seen to culminate in various permutations or possible emerging scenarios as they pertain to job creation on the African continent:

  • Things Fall Apart: A cautionary scenario where governance failures, economic stagnation, and environmental degradation lead to widespread disintegration and despair.
  • Nervous Conditions: A middle-ground scenario marked by uneven progress, systemic challenges, and cycles of crisis and recovery.
  • The Beautiful Ones Are Not Yet Born: An optimistic scenario where Africa achieves transformative growth through bold leadership, innovation, and inclusivity.

To facilitate the emergence of the most optimistic scenario while minimizing the chances of the more negative futures, the report provides actionable strategies for governments, businesses, and other stakeholders to proactively shape a future where millions of dignified and fulfilling jobs are a reality. These actionable strategies include:

  • Building a Skilled and Empowered Workforce: Reforming education to align with future job market needs, leveraging digital technologies for learning, and promoting lifelong learning and reskilling programs.
  • Transforming Africa’s Healthcare System: Integrating telemedicine and AI, expanding rural access, and fostering innovation in health systems.
  • Unlocking Africa’s Agricultural Potential: Empowering smallholder farmers, developing agricultural value chains, and promoting climate-smart practices.
  • Powering Africa’s Future with Sustainable Energy: Harnessing renewable energy sources, implementing supportive policies, and enabling the multiplier effect of jobs in the energy sector.
  • Stimulating Local Manufacturing and Infrastructure Development: Enhancing trade by leveraging regional integration and establishing harmonized standards.
  • Unlocking the Potential of Cultural and Creative Industries: Strengthening intellectual property laws and fostering creative entrepreneurship.

The recommendations within this report underscore the need for a collaborative approach that combines vision-driven governance with inclusive development strategies, ultimately creating a future where dignified jobs are not just a dream, but a tangible reality.

Whilst scenario planning is a powerful tool which vividly brings the future into the present, it is the responsiveness to the scenarios that is more important. This report is a call to action.
