Job Title: Founding Partner and Chairman of the Board of Directors of PD Consult

Professional History


Paulino is currently founding partner and Chairman of the Board of Directors of PD Consult, a research and consulting company that specializes in economic and development policy. Paulino's track record and experience include Shell in Santo Antão, as a Member of the Board of Directors of IFH; and Executive Director of Caixa Económica. He was also one of six economists invited by the President of the Republic of Cape Verde in 2013 to analyze the current economic situation in the country and advise on decisions that should be taken to reduce crisis impacts. He has coordinated and participated in several strategic consultancy projects in Cape Verde and other African Portuguese speaking countries.

In 2014 he was nominated by Choiseul Institute as one of the 100 young future leaders of Africa.  From 2012 to 2015, he served as the chairman of the Association of Young Entrepreneurs of Cape Verde, being engaged with the Government in the design of structural policies to promote entrepreneurship and support small and medium enterprises' (SMEs) growth in the country. Relevant achievements during his mandate included the approval of a special legal framework targeting SMEs, and the global prize won by Cape Verde in 2013 as “Country of The Year” for the country´s performance in the promotion of entrepreneurship during the “Global Entrepreneurship Week 2012” – a global project supported by Kouffman Foundation and led then in Cape Verde by the Association of Young Entrepreneurs.

Paulino has lead and promoted a volunteer initiative to help university students on their research and final reports, providing guidance, orientation in methodology and literature review, and access to relevant networks. The objective is to help the students solve their problem of lack of orientation while encouraging social and economic research in fields that the country needs for its development.

In 2020, he announced he was joining other independents in a run for municipal office in the local elections in Cape Verde
