Professional History


Vincent Waiswa Bagiire is the Permanent Secretary in the Ugandan Ministry of Information and Communications Technology (ICT) and National Guidance.  Prior to this he was an independent NGO management professional, active in information and communications technology policy.   In 2019, he was appointed by President Yoweri Museveni to serve on a 32-member team of experts to shepherd Uganda's economic development in the Fourth Industrial Revolution. 

He cut his managerial teeth at 22 when he was appointed general manager of AITEC Uganda in 1997. He also served as Chief Executive of a Washington DC based not-for-profit, Bridges.  In 2008, he was elected an Ashoka Fellow for life in respect of his social entrepreneurship initiatives.

Qualifications


MSc in Macroeconomics from Bradford University
MBA in Strategy from Glasgow Caledonian University
